International Nurse Legislation from Perspective of Comparative Law and Its Enlightenment

Abstract: Objective To provide reference for the legislation of Nurse Law in China through comparative analysis of nurse legislation and relevant historical materials all over the world. Methods We carried out systematic literature retrieval, and with comparison method , we analyzed and summarized the contents of nurse legislation in countries including New Zealand, Australia, America, England, Taiwan of China and main land of China and the factors affecting nurses legislation. Results The following enlightenment was obtained.(1)Nurse groups and various nurse associations and organizations played important roles in promoting nurses legislation;(2)the contribution of nurses in major social events would provide impetus for nurses legislation;(3)nurses registration system should be determined according to national conditions;(4)nurse legislation should pay attention to maintain nurses'practical ability, promote the professional growth of nurses and the development of nurses group;(5)nurses legislation should not only pay attention to nurses'duties and liabilities, but also clarify nurses'legal rights; (6)nurse legislation should keep pace with the times and respond to practical needs of nursing development. Conclusion Nurses constitute an indispensable force in building healthy China and are an important part of Chinese health care professionals. In today's China, under the rule of law, it is the requirement of the times to legislate nurse law responding to the needs of protecting nurses'rights and interests and developing nursing in the new era in combination with the national conditions and drawing on the experience of international nurse legislation.
