摘要

目的 了解“一带一路”沿线代表性国家护理人力资源配置情况,为深化沿线国家卫生健康合作提供参考。方法 采用秩和比法和集聚度综合评价8个代表性国家护理人力资源配置现状。结果 2017年,阿富汗、巴基斯坦护理人力资源位于相对较少档,印度尼西亚和匈牙利护理人力资源位于相对较多档;中国、土耳其、印度尼西亚护理人力资源按地理面积与经济规模配置的公平性较好,俄罗斯护理人力资源相对人口过剩,匈牙利护理人力资源按经济规模配置的公平性欠佳,阿富汗、巴基斯坦、埃及护理人力资源配置公平性较差且配置不足。结论 “一带一路”沿线代表性国家护理人力资源总量相对不足,各国护理人力资源配置差异显著且公平性有待提高。应注重护理人才队伍建设,充分利用“一带一路”沿线国家资源开展卫生合作,优化资源配置标准,促进护理人力资源的合理配置。

Abstract

Objective To study the nursing human resource allocation in countries of the Belt and Road Initiative (BRI), to provide reference for deepening health cooperation between China and these countries. Methods Nursing human resource allocation in 8 countries of BRI was analyzed by using RSR and agglomeration. Results In 2017, nursing human resource in Afghanistan and Pakistan was inadequate, while that in Indonesia and Hungary relatively sufficient. Fair allocation of nursing human resource in terms of geography and economy was found in China, Turkey, and Indonesia. Russia had a surplus of nursing human resource relative to its population. Nursing human resource allocation in terms of economy was unfair in Hungary. In Afghanistan, Pakistan, and Egypt, there was insufficient nursing human resource and unfair allocation. Conclusion The total amount of nursing human resource in countries of BRI was relatively insufficient. There are significant variations in nursing human resource allocation among countries and the fairness in the allocation need to be improved. It is urgent to attach importance to the construction of nursing talent team, to make full use of resource from countries in BRI to carry out health cooperation and optimize the standard of resource allocation, so as to promote the rational allocation of nursing human resource.
